AtkinsRéalis wins contract for Hong Kong’s Northern Metropolis New Development Areas

AtkinsRéalis, in joint venture with Arup, has been awarded a design and construction consultancy contract by the West Development Office of the Civil Engineering and Development Department (CEDD) of the Hong Kong Government for the Hung Shui Kiu/Ha Tsuen New Development Area (HSK/HT NDA) remaining phase and Lau Fau Shan New Development Area (LFS NDA) Phase 1 development.

Forming part of the wider Northern Metropolis, the project will help create the infrastructure, enabling platforms and public spaces needed to support future communities, economic activity and innovation-led growth across northern Hong Kong. As the incumbent consultant team for Hung Shui Kiu/Ha Tsuen and Lau Fau Shan, the joint venture brings deep technical knowledge of the area and a detailed understanding of the planning, environmental and stakeholder considerations shaping its next phase.

The programme includes site formation and enablement works, transport and mobility infrastructure, public transport interchanges, pedestrian and cycling networks, and provisions for the Smart & Green Mass Transit System. A defining feature is the revitalisation of the Tin Shui Wai River through integrated flood resilience, environmental enhancement and ecological measures, alongside the delivery of critical water, drainage and sewerage infrastructure.

AtkinsRéalis will apply innovation, digital solutions and advanced delivery approaches to manage complex interfaces with concurrent developments, reduce programme risks and ensure efficient implementation, including the adoption of new construction methods and materials to help accelerate progress. The programme will also focus on connecting new development areas with established communities through urban-rural integration initiatives, strengthening connectivity while preserving local character and place identity.

AtkinsRéalis will draw on its longstanding involvement in Hung Shui Kiu/Ha Tsuen and Lau Fau Shan to support the next phase of delivery within one of Hong Kong’s most complex and interconnected development programmes. Bringing together expertise in transportation, water, urban development and programme management, the project will help establish the infrastructure and public realm foundations for future innovation, technology development and talent cultivation initiatives like the emerging Northern Metropolis University Town, while fostering vibrant, resilient communities in the Northern Metropolis.
