IDEMIA, the global leader in identity technologies, has developed an end-to-end border control solution comprising kiosks and eGates. The Australian Department of Home Affairs has commenced the installation of IDEMIA’s technology in eight international airports, providing a completely seamless traveller journey.

\n\n

In 2019, IDEMIA won the phase one contract to upgrade the airports’ old arrivals systems with its self-service biometric kiosk solution locally named “Gen3 Kiosk”. The kiosk went through rigorous system and user experience testing by the Ministry of Home Affairs, the Australian Border Force, and passengers in real-life situations. Once it had passed all government deployment tests successfully, it was deployed at Darwin, Adelaide, Brisbane, Cairns, Coolangatta, Melbourne, Perth, and Sydney airports. Installation of 109 Gen3 Kiosks marked the completion of phase one in late 2021.

Phase two of the contract involves the delivery of eGates incorporating advanced biometric functionalities and capabilities: Travelers complete an initial 1:1 verification against their passport at the “Gen3 Kiosk”, enabling a match when they present themselves at the eGate. With this solution, there is no need for a token, as the traveller’s face is used as proof of their identity, ensuring a smooth and stress-free travel experience.

After the strictest lockdown, Australia is now well prepared to welcome national and international travellers at its borders with the smoothest, stress-free travel experience.

The first wave of border automation was e-Gates. But we now need to examine what the second wave can deliver – for governments and their stakeholders; port and airport operators, airlines and transport providers, and, of course, passengers themselves.

\n\n

That’s why the focus would be placed on what we call ‘Border Automation 2.0.’ What we’re already seeing is a distinct shift towards ‘automated risk assessment’ and ‘automated targeting’. This could form a vital part of the second wave of border automation.

\n\n

Analyzing And Risk-Assessing Data

\n\n

SITA, is already pretty well known for our ability to move passenger data securely between airlines, airports and governments. What SITA is perhaps less well known for, in some circles, is the ability to analyze and risk-assess that data.

\n\n

Aid is given to governments create an ‘automated risk assessment’ capability, by being smart about how data is linked together. That includes e-passport data, Advance Passenger Information (and its interactive iAPI form, Passenger Name Record data) and biometrics.

\n\n

Such an approach enables robust risk assessments to be conducted before the passenger travels, and certainly before they arrive in a country. It creates populations of pre-cleared travellers, and pre-load border systems, including e-Gates with verified identities of passengers who’ve been risk-assessed. These passengers will now benefit from a fast track experience when they arrive at the border.

\n\n

Is There A Danger Automation Could Be Misused?

\n\n

No single system or process is 100% secure. That’s why the importance of taking a layered approach to improving border security, using a combination of people, processes and technology is advocated.

\n\n

The reality is there’s enough time to automate checks and risk assessments well before a passenger arrives in a country. It’s a question of making sure the right data is available in the right place at the right time. And then making sure related business processes, such as issuing an electronic visa or travel authorization, are aligned to provide a complete picture of each passenger and the risk they pose.

\n\n

In the future, we may have ‘automated identity verification’ using a variety of self-service options, including kiosks, mobile apps and, of course, e-Gates. And technology, particularly data analytics augmented by machine learning, will automatically identify suspicious patterns of behaviour and automatically select passengers for secondary screening – i.e. those security needs to talk to when they arrive at the border.

\n\n

A More Seamless Future At The Border

\n\n

In years to come, automated arrivals processes will be less visible and more seamless, resulting in passengers arriving in a country and walking non-stop from the aircraft gate to the baggage hall and out to the kerb. There will, of course, always be opportunities for law enforcement and other government stakeholders to intervene during the arrivals process.

\n\n

There is a possibility that self-service kiosks are more likely to have a future than eGates. Today, self-service kiosks for the border are typically located in restricted (and supervised) areas of a port or airport. Tomorrow, they could be in unsupervised locations in hotel lobbies, conference centers or shopping malls.

\n\n

What will be important is the integrity of the business process and the ability to build an ‘identity picture’ having verified passenger data and identity information, no matter where the kiosk is located. This ‘identity picture’ can be re-used multiple times for many other steps in the passenger journey.

\n\n

What About Border Automation And The European Entry/Exit System?

\n\n

The European Entry Exit System (EES) paves the way for that all-important second wave of border automation. When deployed in about two years’ time, it will transform the border control process.

\n\n

Currently, every non-EU passenger, known as a Third Country National (TCN), must be processed by a Border Control Officer and have their passport physically stamped upon arrival. But Europe faces a challenge in mitigating the risk of irregular migration, typically in the form of non-EU nationals lawfully arriving in Europe but then overstaying.

\n\n

From 2021 onwards, once EES is operational with every EU Member State connected to it, it will no longer be necessary to physically stamp the passports of TCNs. Stamping will be digitized. Every arriving passenger will have their information, including biometrics, recorded in a central system. This will be complemented by the date, time and location of their arrival. Records stored in the central system will be accessible to all EU Member States.

\n\n

So, when a passenger arrives in Country X and departs from Country Y, data can be reconciled, and records updated to indicate a passenger has left the EU. Conversely, when a passenger does not leave Europe, an automated process will update their record and share relevant information to assist in locating the passenger.

\n\n

What’s important here is to perform a variety of checks on other key systems, such as the Schengen Information System (SIS) and the European Asylum Database (EURODAC), and combine identity data with flight data, booking information, arrival dates and times etc.

\n\n

Delivering The Second Wave Of Border Automation

\n\n

What has been learnt from managing borders in dozens of countries, including the Middle East and our work with US Customs & Border Protection (CBP). That is the what is necessary to bring to the government customers looking to automate key functions at the border, no matter whether that be land, sea or air.

The 2019 DomainTools and Ponemon study on automation and cybersecurity staffing in Asia Pacific, United States and the UK reveals an evolving Asia Pacific cybersecurity arena.

\n\n

More than 1,400 security professionals based across the Asia Pacific (APAC), US, and the UK were surveyed for the Staffing the IT Security Function in the Age of Automation study. All respondents in the study are responsible in attracting, hiring, promoting and retaining cybersecurity personnel within their organisations. They revealed their concerns regarding the adoption of automation and AI as cybersecurity tools.

\n\n

DomainTools is a leader in domain name and DNS-based cyber threat intelligence, while the Ponemon Institute is a research centre dedicated to privacy, data protection and information security policy.

\n\n

A Skill Shortage Across All 3 Geographical Regions

\n\n

The study showed a clear shortage of cybersecurity staff across all the geographical regions surveyed, with 78% of all respondents admitting their teams are understaffed.

\n\n

According to respondents, automation will partially solve the problem, relieving cybersecurity professionals of time-consuming and non-cost-effective tasks, such as malware analysis, which is either already automated (50%), or is to become so in the next three years (56%).

\n\n

Only 35% of respondents, however, think that automation will reduce the headcount of their cybersecurity function: 40% even expect an increased need for hires with more advanced technical skills.

\n\n

"Within just one year, the perspective around adoption of automated technologies has notably shifted among cybersecurity professionals," said Dr. Larry Ponemon, chairman and founder of the Ponemon Institute. "Contrary to the popular belief that the rise of automation will threaten the job market, organisations now feel these technologies will help ease the current strain on resources, and offer the potential to promote job security for highly skilled staff, while strengthening cybersecurity defenses."

\n\n

UK and US respondents were much more confident that automation will improve their cybersecurity staff's ability to do their job (59% and 65% of respondents, respectively) than Asia Pacific respondents (48%), who were also more likely to distrust AI as a cybersecurity tool (37% of respondents, compared to 31% in the UK and 24% in the US).

\n\n

Asia Pacific Ahead In Cybersecurity Skills Availability

\n\n

Skills shortages also seemed to be lower in Asia Pacific (67%) compared to the UK (70%) and the US (78%), perhaps partially explaining the different level of reliance and trust on automation and AI across regions.

\n\n

At the same time, the survey reported that 40% of respondents expect an increased need for hires with more advanced technical skills, especially in Asia Pacific where governments and educational institutions are already accelerating specialised cybersecurity programmes and initiatives, such as the ASEAN-Singapore Cybersecurity Centre of Excellence announced during the Asean Ministerial Conference on Cybersecurity in September 2018, with ASEAN nations adopting a rules-based approach to regional cybersecurity frameworks. ASEAN, or the Association of Southeast Asian Nations, is a 10-nation group comprised of Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Thailand and Vietnam.

\n\n

Of those respondents who said AI is trusted as a security tool in their organisations, the majority listed staff shortages as the main reason why their enterprise has adopted the solution (53%).

\n\n

"The results of the survey reveal that, overall, cybersecurity professionals are confident that automation will make their workload more manageable and will increase the accuracy of certain tasks, without jeopardising their job security," says Corin Imai, senior security advisor at DomainTools.

\n\n

"Although there are geographical differences in the level of confidence placed in AI and automation as cybersecurity tools, the reasons that motivate their adoption – relieving overworked teams, preventing downtime and business disruptions, reducing threats created by operating in the global digital economy, etc. – seem to be consistent across regions, suggesting that goals and expectations are aligned for organisations across the globe."
